Department of homeland security might be a source of significant funding… I found this news story about how DHS is developing a small chemical sensor chip for mobile cell phones http://www.dhs.gov/files/programs/gc_1268073038… I suggest you talk to DHS and Qualcomm, The bug could beoume a platform for early testing and deploying of this sensor. they are developing.
